Historical Experience of Training Xinjiang Ethnic Cadres by the Party in the Early Period of New China

以新中国成立初期中国共产党培养新疆民族干部的实践工作为出发点,采用文献研究、理论与实际相结合的方法,系统梳理和总结了新中国成立初期党在新疆培养民族干部的历史经验,即坚持党的领导,以中国化的马克思主义民族理论指导新疆民族干部培养、以完善的党组织体系保障新疆民族干部培养工作的有序开展;立足新疆实际问题,在疑难险重环境中注重甄别提拔民族干部、在社会发展变革中大胆任用和培养民族干部;致力于维护新疆民族团结,表明新疆民族干部是维护民族团结的重要力量、坚决反对干部队伍中两种错误的民族主义倾向;坚持又红又专是首要原则,将提升政治素养作为民族干部培养的核心、将掌握专业知识技能作为培养民族干部的基础等。为新时代如何推进党的民族干部培养提供了经验借鉴。

Starting from the practice of training ethnic cadres in Xinjiang by the Communist Party of China in the early days of the founding of New China,this paper systematically combs and summarizes the historical experience of the training based on the method of literature research and combining theory with practice that includes adhering to the leadership of the Party,guiding the training with the Sinicized Marxist ethnic theory,ensuring the orderly development of the training with the perfect Party organization system,selecting and promoting the ethnic minority cadres in the difficult and dangerous environment,boldly employing and training the cadres in the course of social development and change based on the actual problems in Xinjiang,committed to safeguarding the ethnic unity in Xinjiang,showing that ethnic cadres in Xinjiang are an important force for safeguarding the unity and resolutely opposing the two wrong tendencies of nationalism among cadres,upholding the principle of being both red and expert as the first principle and regarding the improvement of the political quality as the training core and the mastery of professional knowledge and skills as the training basis.It provides experience reference for promoting the training of ethnic cadres in the new era.
