Storytelling Description of Public Appeal in Government-to-Citizen Interaction Data:Integration,Reconstruction and Narration

[目的/意义]将数据故事化思想应用到政民互动数据中公众诉求的分析方面,为政务部门从海量政民互动数据中高效洞察诉求信息提供新的视角和研究思路。[方法/过程]首先,在剖析政务工作者对诉求信息认知需求的基础上,引入三幕式结构构建公众诉求信息的故事化描述框架,包括集成概览、聚合重构、总结叙事三个环节;其次,从元素组织视角、语义探测视角、价值传递视角搭建公众诉求故事化描述的技术框架;最后,采集苏州市人民政府的政民互动数据进行实验分析并呈现诉求故事化描述的原型页面。[结果/结论]提出的故事化描述思路及方法具有可行性,不仅拓展了数据故事化的应用场景,也为政务数据的洞察与认知提供了实践方案,有利于发挥数据的决策赋能价值。

[Purpose/significance]This paper applies the idea of data storytelling to the analysis of public appeal in the government-to-citizen interaction data,it provides a new perspective and research idea for the government departments to efficiently insight into demand information from the massive government-to-citizen interaction data.[Method/process]Firstly,based on the analysis of the cognitive demands of government workers for appealing information,a three act structure is introduced to build a narrative description framework of public appealing information,including three links:integrated overview,aggregation reconstruction,and summarize narration.Secondly,from the perspective of element organization,semantic detection and value transmission,the technical framework of public appeal story description is built.Finally,collect the government-to-citizen interaction data of Suzhou Municipal People’s government for experimental analysis and build a page prototype for the narrative description of appeals.[Result/conclusion]The idea and method of data storytelling proposed in this paper is feasible.It not only expands the application scenario of data story,but also provides a practical scheme for the insight and cognition of government data,which is conducive to the decision-making enabling value of data.
