韧性社区突发公共卫生事件应急能力建设研究

摘要 新冠肺炎疫情是新中国成立以来,传播速度最快、感染范围最广、防控难度最大的重大突发公共卫生事件,给人类社会造成了巨大影响。鉴于此,需要建设韧性社区,提高社区疫情防控能力。笔者根据实地调查说明B社区在疫情期间是如何展开防控工作,根据B社区治理情况构建了疫情应急能力评估指标体系,对B社区疫情应急能力进行评价。根据评价结果提出了提升韧性社区突发公共卫生事件应急能力的对策建议。 The COVID-19 epidemic is a major public health emergency with the fastest spread,the widest range of infections,and the most difficult prevention and control since the founding of the People′s Republic of China.It has a huge impact on human society.In view of this,it is necessary to build resilient communities and improve the ability of communities to prevent and control the epidemic.Based on field surveys,this paper explains how community B carries out prevention and control work during the epidemic period,constructs an evaluation index system for the comprehensive management capacity of the B community according to the governance of the B community,and evaluates the comprehensive epidemic management capacity of the B community.According to the evaluation results,countermeasures and suggestions to improve the comprehensive management capacity of resilient communities are proposed.
