摘要 目的:了解社区卫生服务中心绩效管理现状及其影响因素,完善内部考核体系。方法:2019年4—6月,以北京市某区社区卫生服务中心为研究对象,对18所中心进行普查,了解绩效管理现状;采用分层抽样方法,对4所中心490名医务人员进行调查,分析绩效管理影响因素。结果:部分中心未设置科室和个人目标;考核指标缺乏科学性,权重设置欠合理;34.3%的研究对象不了解考核结果;不同学历、职称和岗位人员在激励性评价上存在一定的线性趋势;考核改进评价中认为一般40.9%,认为无改进16.4%;对绩效管理持一般满意44.6%,不同年龄和职称的满意度存在一定的线性趋势,不同岗位的满意度比较,差异有统计学意义(P<0.05)。结论:目标管理、考核指标、权重值设计和绩效沟通反馈方面需进一步完善,医生、药剂、学历和职称较高的人员认为激励性较差,医技、医生、药剂、年龄较大、职称较高的人员满意度较低,管理人员应根据相关影响因素完善绩效方案,持续改进管理体系,使其更好地促进社区卫生服务的发展。 Objective:To understand the current status of performance management of community health service centers and its influencing factors,and to improve the internal assessment system.Methods:From April 2019 to June 2019,a community health service center in a certain district of Beijing was selected as the research object.A general investigation was conducted in 18 centers to understand the current status of performance management.A total of 490 medical staff from 4 centers were selected by the stratified sampling method and surveyed.The influencing factors of performance management were analyzed.Results:There were no department and personal goals defined in some centers;The assessment indicators were not scientific and the weights setting were not reasonable;34.3%of survey subjects did not understand the assessment results;There was a certain linear trend in the incentive evaluation on staff with different academic qualifications,titles and positions;In the evaluation of assessment improvement,40.9%of the staff thought that it was average and 16.4%of the staff thought that there was no improvement;44.6%of the staff were generally satisfied with performance management.There was a certain linear trend in the satisfaction of different ages and positions.There was a statistically significant difference in satisfaction among different positions(P<0.05).Conclusion:Goal management,assessment index,weights design and performance communication and feedback need to be further improved.Doctors,pharmacists,people with higher education and professional titles think that the incentive evaluation is poor,while medical technicians,doctors,pharmacists,older people and those with higher professional titles have lower satisfaction.Managers should improve the performance plan according to relevant influencing factors and continuously improve the management system,so as to better promote the development of community health service.
