城市发展范式转型下公园城市的实践研究——以南京市江宁区为例

Research on the practice of park city under the transformation of urban development paradigm——Case of Jiangning District of Nanjing

公园城市是城市发展内涵的演进,为我国城镇化实现低碳绿色新发展开辟了路径。以公园城市建设推动城市发展路径的转变,形成可持续的发展新模式,是江宁公园城市建设的根本目的。基于此,在明确建设指标的前提下,遵循从宏观格局到微观营造,从空间布置到内涵提升的逻辑,从公园格局、公园体系、公园品质、公园形态四方面构建江宁公园城市建设策略,最终细化出六类行动落地计划。研究表明,江宁形成了境、城、园、人四个层面的公园城市建设框架,创造性地探索了POD(以公园为导向的开发模式)在公园城市建设中的实践,为EOD(以生态为导向的开发模式)在城乡规划领域的运用提供了方向和思路。

Park city is the evolution of the connotation of urban development,which points out the path for a new low-carbon and green development in the process of China’s urbanization.The fundamental purpose of the construction of park city in Jiangning is to promote the transformation of the urban development path and form a new sustainable development model.Based on this,under the premise of clarifying the index of the park city,the research logic followed by this paper is from macroscopic pattern to microscopic construction,from spatial arrangement to connotation improvement.The construction strategy of Jiangning park city includes four aspects:park patterns,park systems,park quality and park forms,and six types of action plan are further refined.This paper shows that Jiangning has formed a park city construction framework at four levels:environment,city,park and people,and creatively explored the practice path of POD(park-oriented development)model in the construction of park city.This provides directions and ideas for the application of EOD(ecology-oriented development)model in the urban and rural planning field.
