多源流理论视域下我国研究生培养质量保障政策议程设置分析

Analysis of the Agenda Setting of China’s Quality Assurance Policy for Graduate Education from the Perspective of Multiple Streams Theory

以多源流理论为分析框架,从问题源流、政策源流、政治源流三个维度考察我国研究生培养质量保障政策议程设置过程,结果发现:研究生培养质量面临的严峻挑战,已有政策不足以解决不断出现的质量问题,引发社会关注或激烈讨论的社会热点事件,共同汇成问题源流,推动研究生培养质量问题进入政策议程;人大代表和政协委员提案、专家学者的理论研究及高校管理层的实践经验汇成政策源流,提供了大量可行的研究生培养质量政策改革备选方案;质疑研究生培养质量的国民情绪及注重科教兴国、人才强国与创新驱动等党的理念汇成政治源流,为研究生培养质量政策议程的开启提供了政治势能。在人大代表、政协委员、专家学者、高校管理人员以及新闻媒体的共同努力下,在全国性重大会议的推动下,研究生培养质量保障“政策之窗”多次开启。未来需准确把握问题源流中各要素的变化,呼吁政策源流中政策共同体的积极参与,关注政治源流中国民情绪的变化与执政党理念的内涵,共同推动研究生培养质量保障政策议程设置更加合理化。

Taking the multiple streams theory as the analytical framework,the authors examine the setting process of China’s policy agenda for graduate education quality assurance from the dimensions of problem stream,policy stream,and political stream.The findings are as follows.First,the severe challenges in graduate education quality,the emerging quality problems beyond solution from current policies,and the hotspot social events which draw social attention or heated discussion converge into the problem stream,which pushes the issue of graduate education quality into policy agenda.Second,proposals from NPC deputies and CPPCC members,theoretical researches by experts and scholars,and practical experience in the administration of colleges and universities converge into the policy stream,which provides a number of options for policy reform in graduate education quality.Third,the national sentiment of questioning graduate education quality and the CPC’s strategies for invigorating China through science and education,workforce development,and innovation-driven development converge into the political stream,which provides political potential for initiating the policy agenda for graduate education quality.With the joint efforts by NPC deputies,CPPCC members,experts and scholars,administrators of colleges and universities,and the media,and with the impetus of major national conferences,“policy windows”for graduate education quality assurance have been opened many times.In the future,it is necessary to accurately grasp the changes of elements in the problem stream,call for active participation of the policy community in the policy stream,pay attention to the changes in national sentiment and the connotation of the party’s governing idea,and promote a more rational agenda setting of graduate education quality assurance policy.
