On Integrity Construction of the Communist Party of China since the 18th CPCNational Congress: History, Experience and Enlightenment

诚信是现代社会发展的基本道德要求。随着改革开放的深入推进,处于加速转型的我国社会诚信面临前所未有的挑战。党的十八大以来,党和国家非常重视诚信建设,诚信社会建设经历了以社会主义核心价值观为引领重塑诚信信念、全面推进诚信制度建设,到构建诚信建设常态化机制的发展历程,形成了以政府为主导、以政策为推动,从诚信信念的宣传和引导形成内在精神引领和道德认知,到具体法规政策的制定构建外在制度约束,由内而外、从理论到实践推进诚信建设的基本经验。未来,党领导诚信社会建设,应以政务诚信为引领,以职业诚信为示范,提升诚信社会建设总体水平;以家庭诚信教育为基础,厚植诚信文化,推动基层社会诚信建设;以法治为保障,推动诚信社会建设常态化、制度化。

Integrity is the basic moral requirement for the development of modern society.With the deepening of the reform and opening-up,China in rapid transition had faced an unprecedented challenge of integrity social.Since the 18th CPC National Congress,the Party and the State have attached great importance to the construction of integrity.Integrity social construction has experienced the development process of reshaping integrity beliefs led by socialist core values,comprehensively promoting integrity social construction,to building a normalized mechanism of integrity construction.The basic experience of sticking to the government-led and policy-driven mode,stimulating the inner spiritual leadership and moral cognition through the propaganda and guidance of integrity beliefs,constructing external system constraint through specific regulations and policies,and promoting the construction of integrity from internal side to external side,from theory to practice is formed during the development process.In the future,the Party should lead the construction of an honest society from three perspectives:improving the overall level of the construction of an honest society with the integrity of government affairs as a leader and professional integrity as a model;cultivating a culture of integrity and promoting the construction of integrity social at the grassroots level based on family integrity education;promoting the normalization and institutionalization of the construction of an honest society with the rule of law as a guarantee.
