数智时代高校科研经费管理与风险防控研究

Research on scientific research fund management and risk prevention and control in the digital wisdom era

大力发展数字经济是党的十九大提出的重要指示。伴随着数字经济和人工智能的发展,高校也迎来了内部财务管理的“数智时代”。为了充分解放科研人员的生产力,国家对高校科研经费管理提出“简政放权、放管结合、优化服务”的要求。基于此,文章在分析高校科研经费管理现状的基础上,探索以全过程业财融合方式来优化财务流程,既能保证“放管服”政策的落地,也可以为高校科研经费管理提供参考。

The vigorous development of digital economy is an important instruction put forward by the 19th Party Congress.Along with the development of digital economy and artificial intelligence,universities have also ushered in the“digital intelligence era”of internal fi-nancial management.In order to fully liberate the productivity of scientific researchers,the state has put forward the requirement of“decen-tralization and management”for the management of scientific research funds in universities.Based on the analysis of the current situation of scientific research fund management in universities,this paper explores the optimization of the financial process through the integration of the whole process of industry and finance,which can not only ensure the implementation of the policy of“decentralization”,but also pro-vide reference for the management of scientific research funds in universities.
