居家社区养老中的社区责任及实现

Community Responsibility and Realization in Home-Based Community Care

近年来,居家社区养老已逐步成为我国极具发展潜力的新型养老模式。居家社区养老以社区为主体,致力打造协调各方、资源共享的养老服务平台。目前,我国已形成“嵌入式”养老、“互助型”养老、智慧养老等居家社区养老运行模式。社区作为服务供给的枢纽和指挥协调中心,不断发挥专业化服务、优化服务设施与资源配置等功能与作用。我国居家社区养老模式相关试点工作成效明显,已初步形成“政府主导、社区主办、社会参与、老人受益”的服务机制。但社区养老的政策落实与社区职能履行方面仍存在诸多问题,人员专业化水平、服务项目拓展与革新、职责监督评估等方面亟待进一步改进与完善。社区明确自身职责、发挥自身优势,才能不断推动居家社区养老体系专业化、规范化,逐步实现居家社区养老服务有效供给。

In recent years,home community care has gradually become a new model of great development potential.With the community as the main body,home-based community is committed to building a service platform for the elderly that coordinates all parties and shares resources.At present,China has formed a“embedded”nursing,“mutual aid”nursing,wisdom nursing home community nursing operation mode.As the hub of service supply and the command and coordination center,the community constantly brings into play the functions and roles of professional services,optimization of service facilities and resource allocation.The pilot work of home-based community care mode has achieved obvious results,and the service mechanism of“governmentled,community-sponsored,social participation and the elderly benefit”has been initially formed.However,there are still many problems in the implementation of community pension policies and the performance of community functions.The professional level of personnel,the expansion and innovation of service projects,and the supervision and evaluation of responsibilities need to be further improved and perfected.By clarifying their own responsibilities and giving full play to their own advantages,the community should continuously promote the standardization and completion of the home-based community elderly care system and gradually realize the diversified development and effective supply of home-based community elderly care services.
