乡村振兴背景下闲置农房的利用困境及破解对策研究

Research on the Utilization Dilemma and Countermeasures of Idle Rural Houses Under the Background of Rural Revitalization

近年来,在工业化和城镇化高速推进的背景下,大批农村劳动力流入城市,出现了“空心村”及农房闲置的现象。为了实现乡村振兴和建设美丽乡村的目标,本文总结了现实中闲置农房的利用困境,借鉴浙江德清和陕西高陵盘活利用闲置农房的实践做法,提出了破解对策:一是明确突出特色,大力提高开发品质;二是迅速补齐短板,弥补配套服务缺陷;三是推进吸引人才,提升指导人员素质;四是不断强化监管,努力提高服务能力。盘活闲置农房有利于物尽其用,增加农民财产性收入,也为实现乡村振兴添砖加瓦。

In recent years,under the background of rapid industrialization and urbanization,a large number of rural labor force has flowed into cities,resulting in the phenomenon of“hollow villages”and idle rural houses.In order to achieve the goal of revitalizing the countryside and building a beautiful countryside,this paper summarizes a series of utilization difficulties of idle rural houses in reality,draws lessons from the practice of revitalizing the utilization of idle rural houses in Deqing,Zhejiang and Gaoling,Shaanxi,and puts forward countermeasures:first,clearly highlight the characteristics and vigorously improve the development quality;Second,quickly make up for the shortcomings and make up for the defects of supporting services;Third,promote the attraction of talents and improve the quality of guidance personnel;Fourth,continuously strengthen supervision and strive to improve service capacity.Revitalizing idle rural houses is conducive to making the best use of everything,increasing farmers’property income and contributing to the revitalization of rural areas.
