The new development philosophy is central to and the logical juncture of Xi Jinping Thought on Economy.As the emergence of financial technology(fintech)transactions across boundary,sectors and areas,the rule of law in regulatory technology(reg-tech)is a process that fintech with its regulation serves as a long-term effective mechanism under the New Development Philosophy,which includes the jointly innovative development of reg-tech and fin-tech,the coordinated integration of technology and law in reg-tech.Openness and inclusiveness is embodied in the technology bridging of regulatory gaps,while the shared development is guaranteed by algorithm regulation and responsibility settings.At this critical juncture,the models of reg-tech do not only involve fin-tech;the new industry-driven demands and the new technology-driven capabilities will be closely combined to address new key issues in the new era including climate change and bio-diversity loss.The reg-tech will be transformed into an innova-tion-based and coordinated co-governance model featured with the interaction among fin-tech,platform competition,data governance and sustainable development.
