澳英美三边安全伙伴关系(AUKUS)是美国在印太地区遏制中国的重大举措。该组织主要聚焦于军事技术合作,试图为澳大利亚分享核技术并部署核潜艇舰队,同时深化三国军事技术合作。一年来,AUKUS不仅积极落实预定目标,而且扩大了军事技术合作,并完善了组织架构、人事安排、军官培训等方面的合作。然而,从成立的动机和战略环境看,AUKUS的根本目的在于遏制中国,其实质是一个潜在的对华军事联盟。不同于传统军事联盟,AUKUS又具有安全合作的伙伴性、文化身份的同质性、合作内容的技术性和聚焦海洋的地缘性四大新特点。作为21世纪在印太地区成立的第一个新型军事联盟,AUKUS势必将加剧全球“新冷战”、诱发国际军事危机并恶化全球科技生态。对此,中国可以从政治、军事以及科技三个维度采取相应措施以应对该联盟带来的负面影响。

The Australia-UK-US Trilateral Security Partnership(AUKUS) is a major U.S.action to contain China in the Indo-Pacific region.The alliance focuses primarily on military-technical cooperation,seeking to share nuclear technology and deploy a nuclear submarine fleet for Australia,while deepening the trilateral military-technical cooperation.In the first year after its establishment,the AUKUS has actively implemented the predetermined goals,expanded the military-technical cooperation and improved its organizational structure,personnel management,and officer training.However,given the motivation and strategic context for its establishment,the purpose of the AUKUS is to contain China,and it seems to be a potential military alliance against China.Unlike traditional military alliances,the AUKUS has four new characteristics:the partnership of security cooperation,the homogeneity of cultural identity,the technical shape of cooperation,and geographic focus of the ocean.As the first military alliance established in the Indo-Pacific region in the 21stcentury,the AUKUS is very likely to intensify the global “new cold war”,induce an international military crisis and worsen the global technological environment.In this regard,China may take actions from the dimensions of politics,military and technology to deal with the negative impacts of the alliance.
