Characteristics of National Securityand Relevant Implications

国家安全特点是国家安全理论研究不可或缺的组成部分,国内学界针对该问题已有不少研究成果,但还有拓展和深化的空间。本文以《中华人民共和国国家安全法》对国家安全概念的权威概括为前提,用大量实例分析国家安全所具有的个体与整体的一致性、主观与客观的相符性、内因和外因的主次性、绝对与相对的平衡性、多样与联动的复杂性、社会与自然的交叉性、近期与远期的兼顾性等特点。在此基础上,深入探讨了如何运用好国家安全这个最大公约数,如何防止国家安全决策中的主观武断,如何准确把握国家安全的主要威胁来源等重大问题。

Thecharacteristics of national security are an indispensable part of the theoretical studies surrounding national security.The Chinese academic community has made many research findings on this topic.However,there is still room for further expansion.Premised on the authoritative definition of national securityprovidedbytheNational Security Law of the People's Republic of China,this paper analyzes,utilizing extensive examples,the characteristics of national security.Such characteristics include:the consistency between individuals and the whole nation;thelink between subjectivity and objectivity;the role of internal and external factors;the balance between absoluteness and relativeness;the complexity between diversity and synergy;the intersectionality of human society and nature;and the consideration to be given to both short and long term.Further,it takes a deeper dive into the following issues:how tofindthegreatestcommongroundto safeguard China's national security;how to avoid subjectivism and arbitrariness in national security decision making;and how to accurately identify the major sources of national security threats.
