在电信网络诈骗犯罪治理层面,公安机关借助大数据系统,先期已开展了诸多有益尝试,但总体来看,仍存在整合效果较差、预警滞后、相关分析不佳、管控能力不足、侵犯个人隐私等实际问题。有鉴于此,以“数据收集、数据管理、数据分析、数据应用”全生命周期为主线,形成精准信息、及时预警、有效控制的预警机制。加强被害人预防、大数据系统的安全管控,强化“资金流”“人员流”和“信息流”的分析与追踪,乃是实现电信网络诈骗犯罪智能预警的有效方案。

At the level of telecom network fraud management, the public security organs have carried out many beneficial attempts with the help of big data system in the early stage, but generally speaking, there are still practical problems such as poor integration effect, delayed early warning, poor correlation analysis, insufficient control ability and invasion of personal privacy. In view of this, with the whole life cycle of "data collection, data management, data analysis and data application" as the main line, the early warning mechanism of accurate information, timely warning and effective control is formed, the prevention of victims and the security control of big data system are strengthened, and the analysis and tracking of "capital flow", "personnel flow" and "information flow" are strengthened. It is an effective scheme to realize intelligent early warning of telecom network fraud.
