中共二十大报告阐释了建设现代化产业体系对于建设现代化经济体系和社会主义现代化强国的基础作用。现代化产业体系是在结构、组织、技术、金融、政策等层面具备全球竞争力的新型产业体系。构建现代化产业结构体系,以先进制造业和现代服务业为核心推动传统产业转型升级,以军民深度融合为特色建设先进国防科技工业体系,以新型基础设施为引领协同建设现代化基础设施体系;构建现代化产业组织体系,以微观层级的大中小企业融通发展为原生动力,以现代化产业链和战略性新兴产业集群作为重要组织形式,持续提升中国产业链供应链韧性和安全水平;构建现代化创新生态体系,以现代化产业技术体系建设为目标,以企业、大学和科研机构、金融机构、政府等多元主体有机融合为抓手形成引领产业发展的强大动力;构建现代化金融体系,以高度适应性、竞争性和普惠性为目标打造高效金融市场,支持实体经济良性发展。市场机制是上述要素运行过程的决定性力量,在此基础上,政府制定并实施不同的产业政策,与结构、组织、技术、金融等要素之间相互关联、相互促进,形成整体,全面提升产业体系现代化水平。

The Report of the 20thNational Congress of the Communist Party of China has set out the fundamental effects of establishing a modern industrial system on building a modern economic system and a great modern socialist country.A modern industrial system is a new form of industrial system with global competitiveness at the structural, organizational, technological, financial, and policy levels.Building a modern industrial structure system entails promoting the transformation and upgrading of traditional industries centered upon advanced manufacturing and modern service industries, establishing an advanced national defense technology industry system featuring deep civil-military integration, and constructing a modern infrastructure system led by the synergy of new infrastructure.Creating a modern industrial organization system requires the integrated development of large, medium, and small enterprises at the micro level as the initial driving force, modern industry chains and strategic emerging industry clusters as necessary organizational forms, and continuous enhancement of supply chain resilience and security in China’s industry chains.Accordingly, a modern innovation ecosystem is established to construct a modern industrial technology system via a powerful driving force that leads industrial development formed through the organic integration of multiple entities including enterprises, universities and research institutions, financial institutions, and governments as the starting point.Building a modern financial system involves creating highly efficient financial markets that are highly adaptable, competitive, and inclusive of supporting the benign development of the real economy.On the basis of the market mechanism as the decisive force in the operation of the elements above, the government formulates and implements different industrial policies that are interrelated with structural, organizational, technological, and financial elements and facilitate each other, thereby comprehensively enhancing the modernization of the industrial system as a whole.
