甘肃省县级尿碘实验室建设和运行质量评估

Construction and operation quality assessment of county-level urinary iodine laboratory in Gansu Province

摘要 目的对甘肃省2016—2020年建成的85个县级尿碘实验室建设和运行能力进行评估,促进该省碘缺乏病监测工作有序及全面开展。方法参照碘缺乏病实验室工作手册设计甘肃省尿碘实验室评估表,组织专家对85个县级尿碘实验室进行现场考察并按评估表项目打分,按照打分结果评估其达标与否,并对甘肃省县级实验室整体建设状况进行总结。结果在实验室建设方面,85个县级实验室都达标(总分均≥80分);在能力建设方面,评估达标的有84个实验室(总分≥80分),1个实验室不达标(评分76分)。结合实验室建设及能力建设综合评价,甘肃省85个县级尿碘实验室中有84个县级尿碘实验室总体基本建成并能短期正常运行。包括达标的实验室在内的所有实验室评估中发现,整体存在空间布局、通风、供电、设备使用和人员培训二级指标评分较低的情况。结论甘肃省2016—2020年建成的85个县级尿碘实验室中84个县级尿碘实验室总体基本建成,短期能正常运行。1个达到建设的基本要求但不能有效开展工作。所有实验室在空间布局、通风、供电、设备使用和人员培训方面还有待改进和提高。省疾控中心在监督未达标实验室整改的同时,还需要对其他实验室存在上述共性问题开展针对性督导和检查,进一步提高全省的尿碘实验室检测水平。 Objective To assess the construction and operational capacity of the 85 county-level urinary iodine laboratories built in Gansu Province from 2016 to 2020,and to promote the orderly and comprehensive implementation of iodine deficiency disorders(IDD)surveillance in the province.Methods The evaluation table of urinary iodine laboratories in Gansu Province was designed with reference to the IDD laboratory work manual.Experts were organized to conduct on-site inspections of 85 county-level urinary iodine laboratories and scored them according to the evaluation table items.According to the scoring results,the compliance or not was evaluated,and the overall construction status of county-level laboratories in Gansu Province was summarized.Results In the aspect of laboratory construction,85 county-level laboratories all reached the standard(total score≥80).In terms of capacity building,84 laboratories were assessed as meeting the criteria(total score≥80)and 1 laboratory as not meeting the criteria(score 76).Combined with the comprehensive evaluation of laboratory construction and capacity building,84 of the 85 county-level urinary iodine laboratories in Gansu Province were basically completed and could operate normally in the short term.All laboratory evaluations,including laboratories that met the standards,were found that the overall spatial layout,ventilation,power supply,equipment use,and personnel training secondary index scores were low.Conclusion Among the 85 county-level urine iodine laboratories established in Gansu Province from 2016 to 2020,84 county-level urine iodine laboratories are basically completed and can operate normally in the short term.One county-level urine iodine laboratory meets the basic requirements of construction,but can not work effectively.All laboratories need to be improved in terms of spatial layout,ventilation,power supply,equipment use and personnel training.While supervising the rectification of substandard laboratories,the provincial CDC also needs to carry out targeted supervision and inspection of the above common problems in other laboratories to further improve the level of urine iodine laboratory testing in the province.
