Building a Unified National Market of Innovation Factor in the New Period

相较于商品市场和服务市场的较高一体化程度,我国创新要素亟需形成全国统一大市场,以适应当前创新驱动发展的需要。首先从促进要素驱动向创新驱动发展转变、助推我国实现高水平科技自立自强、促进各类创新要素向企业集聚、推动经济高质量发展四个角度分析了构建创新要素统一大市场的意义,并试图回答几个学术界较关注的问题,进一步厘清了创新要素相关的概念。在分析了构建创新要素全国统一大市场的现实障碍基础上,从加快培育统一的数据和技术要素市场,健全城乡统一的土地和劳动力市场,推进资本要素市场化配置,强化企业创新主体地位,推进场景驱动技术、市场和创新要素的融合等几个方面提出政策建议。

Compared with the high degree of integration of commodity market and service market,it is urgent for China’s innovation factors to form a unified national market to meet the needs of innovation driven development.This paper first analyzes the significance of building a unified market of innovation factors from four perspectives:promoting the transformation of factor driven development into innovation driven development,promoting China’s self-reliance in high-level science and technology,promoting the concentration of various innovation factors towards enterprises,and promoting high-quality economic development,and then it attempts to solve several issues of concern in the academic field and to further clarify the concepts related to innovation factors.On the basis of analyzing the practical obstacles to building a unified national market for innovation factors,this paper puts forward policy suggestions from several aspects,such as accelerating the cultivation of a unified data and technology factor market,improving the unified urban and rural land and labor markets,promoting the market-oriented allocation of capital factors,strengthening the dominant position of enterprises in innovation,and promoting the integration of scenario driven technology,market and innovation factors.
