An Analysis on Financial-Driven Economic System and Its Macroeconomic Policy Characteristics:Thoughts on China’s Monetary and Financial Security and Strategy

金融驱动主导的经济体系已在实践中反映出某些警示性负面特征,揭示了不容忽视的风险。西方新古典经济学思潮广泛而深入的影响,致使其极易落入追求一般均衡和盲目遵从效用价值论的思维定式与理论依赖,这已在很大程度上成为我国依据自身发展目标确定更为积极有效宏观经济政策的掣肘所在。基于我国货币金融安全的战略性考虑,不应狭隘地“就金融论金融”,应以“混合战争”下的“国家安全利益”视角重新审视金融经济问题。以史为鉴,充分考察由金融驱动主导经济体系可能产生的消极效应,警惕金融过度化导致的系列问题,以确保经济社会健康良好运行。如果没有强有力的以国家为主体的财政分配机制,过于自由放任的金融市场是无法克服自身内生弊端的,也就难以发挥有效配置资源的作用。金融市场越是“发达”,金融体系越是庞杂,金融工具越是花样翻新,以国家为主体的财政分配机制就越显得至关重要。就当前和今后中国经济增长与发展而言,亟需持续强调并切实促使金融回归简单及其服务实体经济的本源。

The financial-driven economic system has shown some cautionary downsides in practice and revealed the risks that cannot be ignored.The extensive and in-depth influence of western neoclassical economics makes it easy to fall into the stereotype and theoretical dependence of pursuing general equilibrium and blindly complying with utility value theory,which has become the constraint for China to introduce more active and effective macroeconomic policies according to its own development goals to a great extent.Based on the strategic consideration of monetary and financial security of China,we should never limit our thoughts on finance,but should re-examine the financial and economic problems from the perspective of“national security interests”under the circumstances of“mixed war”.Taking history as a mirror,we should fully investigate the possible negative effects ondominant economic system driven by finance,and prevent a series of problems caused by excessive financial situation,so as to ensure the healthy operation of the economy and society.Without a state-based strong financial distribution mechanism,an over permissive financial market cannot overcome its internal drawback and it will be difficult to play the role of effective allocation of resources.The more“developed”the financial market,the more complex the financial system,the more innovative the financial instruments,the more important the state-based financial distribution mechanism.As far as the current and future economic growth and development of China is concerned,it is urgent to continuously emphasize and effectively promote the return of finance to simplicity and the source of its service to the real economy.
