Inclusive Human Capital and Its Triple Path of Improvement

摘要 普惠性人力资本的概念是习近平总书记在2021年8月提出,由浙江率先实践,是实现共同富裕和构建教育、科技、人才三位一体格局,实施创新驱动发展战略的重要范畴。普惠性人力资本是指以公共财政和非赢利性的社会投入来提升人力资本数量和质量的一种政策范式和工作方式,体现了新发展阶段社会经济发展更多依赖人力资本驱动的客观要求。普惠性人力资本提升需要多主体意愿协同、资源协同和行为协同。从教育的角度来看,普惠性人力资本提升有三重路径:一是以提高劳动力人口受教育年限为总框架;二是以发展职业技能教育,特别是职普技融通和职业培训为侧重面;三是以高等教育高质量普及为基本载体。从而构建起普遍全面、均等同视和受惠高质的人力资本增量体系。 The concept of inclusive human capital was put forward by General Secretary Xi Jinping in August 2021, Zhejiang took the lead in practicing it. It is an important category to achieve common prosperity, build a trinity pattern of education, science and technology and talents, and implement an innovation-driven development strategy. Inclusive human capital refers to a policy paradigm and working method that comprehensively improves the quantity and quality of human capital by public finance and nonprofit social inputs, reflecting the objective requirement that social and economic development in the new stage of development is more dependent on human capital. The improvement of inclusive human capital requires multi-subject willingness coordination,resource coordination and behavioral coordination. From the perspective of education, there is a triple path for the improvement of inclusive human capital: the first is to take the improvement of educational years of labor force as the overall framework;the second is to focus on the development of vocational skills education, especially the integration of vocational, general and skill education,and the third is to take the high-quality popularization of higher education as the basic carrier, for building a universal comprehensive, equal and high-quality human capital incremental system.
