资产资本化经营对促进铁路高质量发展具有重要意义,并作为盘活铁路优质资产资源的重要方式,已取得重大突破。但同时发展过程中也存在着资产权责不清、投资门槛高、专业人才队伍缺乏等问题。下一步应该从产权关系角度完善管理机制、引入产业投资者参与实业资本经营、以及把握国家战略和行业发展导向确立重点投资领域等方面来加快推进铁路资产资本化经营,做优资产综合开发,形成与做强运输主业协同发展的新格局。

Capitalization of assets is of great significance to railway high quality development,and as an important way to revitalize railway resources,it has made important breakthroughs.In the process of development,it also has some problems,such as unclear property rights and responsibilities,high investment threshold and lack of professional personnel.In the next stage,three measures can be considered,improving the management mechanism,introducing industrial investors to participate in industrial capital management,and determining key investment areas according to national strategy and industry development orientation.
