市级国土空间总体规划市域总图表达研究

A STUDY ON THE EXPRESSION OF CITY GENERAL PLAN IN THE MUNICIPAL TERRITORIAL MASTER PLANNING

土地使用规划图是体现国土空间总体规划空间安排意图的核心成果。市级国土空间总体规划的定位,决定了其市域用途管制主要解决集中建设空间和非集中建设空间的分区问题,也相应决定了市域土地使用分区表达的深度。要基于市级总体规划在国土空间治理体系中的定位及相应的空间管控、规划传导需要,适应规划实施管理刚弹结合的需要,科学设定市、县(区)、乡镇域不同空间尺度土地使用分区分类表达深度,结合集中城镇建设用地和区域性基础设施用地指标不同的管理特点,合理确定支撑市级总体规划刚性管控和有效传导作用的市域土地使用规划总图表达内容和表达方式。

Land use plan is the core achievement that reflects the spatial arrangement intention of the territorial master planning.The orientation of the municipal territorial master planning determines that its regional use control mainly solves the zoning problem of centralized construction space and non-centralized construction space,and also determines the depth of regional land use zoning expression.The paper holds that based on the positioning of the municipal master planning in the national territorial governance system and the corresponding needs of spatial control and planning transmission,and to meet the needs of the combination of rigid and flexibleplanning implementation management,efforts shouldbe put into scientifically setting the land use expression depth according to zoning and classification in different spatial scales of cities counties(districts)and towns,and reasonably determining the expression content and expression mode of the municipal land use planning master plan that supports the rigid control and effective transmission of the municipal master planning,in combinationwith the different management characteristics of centralizedurban construction land and regional infrastructure land use indicators.
