制造业是我国国民经济的主导产业。制造业的绿色化转型是经济高质量发展的重要途径。在碳中和与“稳增长”协同推进的要求下,制造业的绿色发展在宏观、微观、产业、制度等层面都面临诸多挑战。基于产业发展的现状和难题,制造业绿色发展需确立近期、中期、长期分步走的路线图。在制度体系方面,需要统筹宏观管理、市场和金融、财政和税收、科创研发等政策体系。通过战略性关键技术研发、绿色技术战略储备和转移转化、提升数字化水平、充实创新人才等方式强化技术支撑体系,与此同时,还需要构建绿色生产和经营管理体系、价值链体系、循环体系、规模化生产体系和支撑体系。

Manufac turing industry is the leading industry of China's economy.The green transformation of manufacturing industry is an important way for China to move towards high-quality development.Under the requirements of carbon neutrality and"stable growth",the green development of manufacturing industry faces many challenges at the macro,micro,industrial and institutional levels.Based on the current situation and problems of industrial development,the path of green development of manufacturing industry needs to establish a step-by-step roadmap for the short,medium and long term.In terms of institutional system,it is necessary to coordinate policy systems such as macro-management,market and finance,taxation,and scientific and technological innovation.Strengthen the technical support system through strategic key technology research and development,green technology strategic reserve and transfer transformation,improving the level of digitalization,and enriching innovative talents.In addition,it is also necessary to build green production and operation management systerm,value chain system,recycling system,large-scale production system and support system.
