摘要 【目的/意义】基于政府视角,探讨政府数据共享协调机制的构建问题,旨在解决政府在数据共享方面存在意识薄弱、动机不强、能力不足等问题,以推动政府数据共享有序发展。【方法/过程】基于演化博弈理论研究方法,构建了政府、监管机构和技术支撑企业的三方演化博弈模型,分析了各方主体的策略稳定性、系统均衡点稳定性。【结果/结论】增加积极共享的收益和加大监管机构的监管力度有助于政府积极共享数据;监管机构的监管受到政府积极共享数据和技术支撑企业加入数据共享给其带来收益的影响;监管机构对技术支撑企业的监管力度要适当。通过仿真分析验证了稳定性分析的有效性,并为政府完善数据共享机制提出了对策与建议。【创新/局限】本文的创新性在于构建了政府、监管机构、技术支撑企业的三方演化博弈模型对政府数据共享进行研究,为政府数据在共享意识薄弱、动机不强、能力不足等问题上提供解决思路,但未考虑组织结构、政策环境等因素对数据共享的影响。 【Purpose/significance】Based on the government’s perspective, this paper discusses the construction of government data sharing coordination mechanism, aiming to solve the problems such as weak awareness, weak motivation and insufficient capacity in data sharing, so as to promote the orderly development of government data sharing.【Method/process】Founded on the research method of evolutionary game theory, a tripartite evolutionary game model of the government, the regulator and the technology-supported enterprise was constructed, and the stability of the strategies and system equilibrium points of all parties were analyzed.【Result/conclusion】The research results show that:(1) Increased benefits of positive sharing and increased oversight by the regulator are contributed to positive sharing of the government;(2) The oversight of the regulator is affected by the benefits that the government’s positive sharing and the technology-supported enterprise participating in;(3) The technology-supported enterprise appropriately should be supervised by the regulator. The validities of the stability analysis are verified by simulation experiments. Finally, countermeasures and suggestions are put forward for the governments to improve the data sharing mechanism.【Innovation/limitation】A tripartite evolutionary game model of the government, the regulator, and the technology-supported enterprise is innovatively constructed in this paper to study government data sharing, which provides solutions for government data sharing problems such as weak awareness, weak motivation, and insufficient capacity. However, the impact of other factors such as organizational structure and policy environment on data sharing is not considered.
