政策工具视角下的乡村文化振兴政策文本量化研究

A Quantitative Study of Texts on Rural Cultural Revitalization Policy from the Perspective of Policy Tools

乡村文化振兴是乡村振兴战略的重要方面,其政策体系建设是推进乡村振兴总体发展的重要抓手。文章选取135份乡村文化振兴政策,以政策工具与质性研究方法为基础构建分析框架。研究发现:乡村文化振兴政策有着政策工具使用不平衡、政策导向相对集中化、政策顶层设计需完善等主要特征与问题;建议优化政策工具使用布局、促进政策导向全面涵容、加强政策体系顶层设计,以实现乡村文化振兴政策优化。

Culture plays a vital role in the rural revitalization strategy,and building the policy system of rural culture is key to promote the overall development of rural revitalization.By selecting 135 policies related to rural cultural revitalization,this paper develops an analysis framework based on policy tools and qualitative research methods.The results suggest that current policies on the revitalization of rural culture are characterized by unbalanced use of policy tools,relatively centralized policy guidance,and insufficient policy design at the top level.It recommends the optimization of the use of policy tools,a boost in the comprehensive inclusion of policy guidance,and an enhancement of the top-level design for policy system,so as to optimize policies on rural cultural revitalization.
