乡村振兴与农村基本公共服务耦合协调研究:时空演变及影响因素

研究乡村振兴与农村基本公共服务耦合协调发展对化解农业农村发展的不平衡不充分问题有重要意义。本研究基于乡村振兴及农村基本公共服务的内涵,对中国乡村振兴与农村基本公共服务耦合协调水平进行测度。并对耦合协调度的时空演变、地区差异、空间相关性、收敛特征及影响因素进行分析。(1)我国乡村振兴与农村基本公共服务的耦合协调度在研究期内保持初级协调水平,表现为共同发展型的耦合协调发展类型。(2)总体差异呈现上升趋势,差异主要来源于超变密度贡献和地区内差异。(3)耦合协调度存在显著的正向空间相关性,具有明显的空间聚集性。时空跃迁类型上表现出低流动性特征和高度空间稳定性特征。(4)全国总体及东、中、西部地区的耦合协调度存在显著的绝对β收敛趋势和条件β收敛趋势。(5)乡村老龄化水平、涉农财政支出、经济发展水平、第一产业集聚、城镇化率、金融发展水平均有助于耦合协调度的提高。在未来的发展中,应大力推动乡村振兴与农村基本公共服务耦合协同发展、发挥其空间溢出效应、缩小耦合协调度地区差异并利用其收敛特征针对性地对耦合协调水平较低地区加大投入。

It is of great significance to study the coupling and coordinated development of rural revitalization and rural basic public services to resolve the imbalance and insufficiency of agricultural and rural development. Based on the connotation of rural revitalization and rural basic public services, this study measures the level of coordination between rural revitalization and rural basic public services in China. The spatio-temporal evolution, regional differences, spatial correlation, convergence characteristics and influencing factors of coupling coordination degree are analyzed.(1) The degree of coupling and coordination between rural revitalization and rural basic public services in China has maintained a primary level of coordination during the study period, which is shown as a type of coupling and coordinated development of common development.(2) The overall difference shows an upward trend, and the difference mainly comes from the contribution of hypervariable density and regional differences.(3) The coupling coordination degree has significant positive spatial correlation and obvious spatial aggregation. The spatiotemporal transition type is characterized by low mobility and high spatial stability.(4) The coupling coordination degree of the whole country and the eastern,central and western regions is significantly absolute β Convergence trend and conditions β Convergence trend.(5) The level of rural aging, agricultural financial expenditure, economic development level, primary industry agglomeration, urbanization rate and financial development level all contribute to the improvement of coupling coordination. In the future development, we should vigorously promote the coupling and coordinated development of rural revitalization and rural basic public services, give play to its spatial spillover effect, narrow the regional differences in the degree of coupling and coordination, and use its convergence characteristics to increase investment in areas with low level of coupling and coordination.
