新时代推进乡村治理现代化的问题与对策研究

Research on the Problems and Countermeasures of Promoting Rural Governance Modernization in the New Era

乡村治理现代化是国家治理现代化的基础,是解决不平衡不充分问题的关键所在,是全面实施乡村振兴战略的客观要求,也是国家治理体系和治理能力现代化的重要内容。在全面推进乡村振兴的新发展阶段,中国社会已经处于由乡村中国向城镇中国、农业中国向现代化中国的转型时期,在发展不平衡不充分问题中,突出存在基层政府行政管理与乡村社会自我治理不平衡,乡村自治、法治、德治融合不充分的现状与基本特征,推进乡村治理体系和治理能力现代化是全面推进乡村振兴的必然要求。文章从乡村治理存在的问题出发,提出加强乡村基层党组织能力建设、构建“多元共治”治理格局、转变乡村公共产品服务模式、提升自治、法治、德治水平等基本对策,确保乡村振兴顺利推进。

The modernization of rural governance is the foundation of the modernization of national governance,the key to solve the problem of imbalance and inadequacy,the objective requirement of the comprehensive implementation of the rural revitalization strategy,and the important content of the modernization of the national governance system and governance capacity.In promoting rural revitalization of the new stage of development,our country has transformed from a rural China to an urban China,from agricul⁃tural China to modern China.In this unbalanced and uncompleted developing process,there exists the problems of imbalance be⁃tween grassroots government administration and rural social self governance,and inadequate integration of rural autonomy,rule of law and moral status.Therefore,promoting the modernization of rural management system and management ability have become the inevitable requirement of promoting rural revitalization.Based on the problems existing in rural governance,the paper puts forward the basic countermeasures such as strengthening the capacity construction of rural grass-roots Party organizations,building the“multiple governance”governance pattern,transforming the rural public product and service mode,improving the level of autono⁃my,rule of law and rule of virtue,so as to ensure the smooth progress of rural revitalization.
