数字经济、人力资本与区域创新效率

On Digital economy,Human Capital and Regional Innovation Efficiency

在经济高质量发展的背景下,数字经济对实施创新驱动发展战略有着重要意义。通过构建省级层面数字经济发展指数,文章基于2013—2020年省级面板数据,实证检验数字经济、人力资本与区域创新效率之间的关系。研究发现,数字经济对区域创新效率有显著提升作用,与东北与西部地区相比,数字经济对区域创新效率的提升作用在东部与中部地区更显著。进一步研究发现,人力资本在数字经济与区域创新效率关系之间存在正向的调节效应与单一门槛效应。基于上述结论,建议全面推动数字经济发展、加快数字经济人才培育、加速缩小“数字鸿沟”、健全数字经济治理与监管体系,以适应数字时代发展的需要,实现创新驱动发展。

In the context of high-quality economic development,the digital economy is of great significance to implement the innovation-driven development strategy.By constructing the digital economy development index at the provincial level and based on the provincial panel data from 2013 to 2020,this paper empirically tests the relationship between digital economy,human capital and regional innovation efficiency.The results show that digital economy has a significant effect on regional innovation efficiency.Compared with the northeast and western regions,the effect of digital economy on regional innovation efficiency is more significant in the eastern and central regions.Further research shows that human capital has a positive moderating effect and a single threshold effect on the relationship between digital economy and regional innovation efficiency.Based on the above conclusions,it is recommended to comprehensively promote the development of the digital economy,accelerate the cultivation of digital economy talents,accelerate the narrowing of the"digital divide",and improve the governance and supervision system of the digital economy to meet the needs of the development of the digital era and achieve innovation-driven development.
