新发展格局下新疆开放区位优势测度与潜力挖掘

On the Location Advantages and Potential of Open Economy in Xinjiang Under New Development Pattern

新疆作为“丝绸之路经济带”核心区及双向开放的重要门户,其经济开放水平提升对于我国加快推进向西开放进程、构建国内国际双循环新发展格局尤为关键,如何依托于区位优势开发地区开放潜能成为新发展格局背景下新疆面临的重要课题。研究从区位熵角度出发,基于开放部门和要素禀赋对新疆开放区位优势进行测度及西北五省范围内的对比分析。结果表明:新疆开放部门专门化程度与要素禀赋的区位优势总体水平不高,在西北地区处于相对劣势地位。此外,新疆要素禀赋区位优势较多集中于自然资源、口岸地缘与财政支持方面,而社会资源生产要素与交通要素区位优势较弱,对新疆开放事业贡献力度不足。基于此,研究进一步针对性地提出巩固传统优势、培育开放新优势及发掘新开放潜力的措施,以期实现新疆更高水平、更高质量的开放。

As the core area of the"Silk Road Economic Belt"and an important gateway of two-way opening,the improvement of Xinjiang’s economic opening level is particularly critical for China to accelerate the opening up to the west and build a new development pattern of domestic and international double circulation.How to rely on the regional advantages to develop the potential of regional opening up has become an important issue facing Xinjiang under the background of the new development pattern.From the perspective of location entropy,the study measures Xinjiang’s location advantage in open economy based on the open sectors and factor endowment,and makes a comparative analysis within the five northwest provinces.The results show that the overall level of regional advantages of the specialization degree and factor endowment of Xinjiang's open sectors is not high,and it is in a relatively inferior position in the northwest region.In addition,the regional advantages of Xinjiang’s factor endowment are mainly concentrate in natural resources,port geography and financial support,while the regional advantages of social resources production factors and transportation factors are weak,and the contribution to Xinjiang’s opening up is insufficient.Based on this,the study further proposes measures to consolidate traditional advantages,cultivate new advantages of opening up and explore the potential of new opening up,with a view to achieving a higher level and higher quality of opening up in Xinjiang.
