化工企业非常规作业是区别于工艺运行条件下的检维修等常规作业活动,受作业活动性质影响常处于风险管控的盲区。通过分析化工企业安全事故和作业活动特性,提出了非常规作业活动的概念,揭示了事故与非常规作业之间的强关联性。针对化工企业非常规作业活动的风险特点,建立了基于清单目录管理的风险管控模型,有效弥补了风险管控的缺失环节。通过建立非常规作业活动的目录清单,全面梳理企业非常规作业活动范围,评估作业活动的风险水平,制定标准化的风险控制单。构建程序化的非常规作业安全规范,通过清单准入、票证办理、条件核准、各级安全控制、安全监督等关键环节,严控作业活动风险,实现化工企业非常规作业的全过程、高效的风险管控。

The non-routine operation in chemical enterprises is different from the regular operation activities such as inspection and maintenance under process operation conditions,and is often in the blind spot of risk control due to the nature of operation activities.By analyzing the characteristics of safety accidents and operation activities in chemical enterprises,the concept of unconventional operation activities is proposed,and the strong correlation between accidents and unconventional operations is revealed.In view of the risk characteristics of unconventional operation ac tivities in chemical enterprises,a risk control model based on inventory management is established,which effectively makes up for the missing link of risk control.By establishing the inventory list of unconventional operation activities,we can comprehensively sort out the scope of unconventional operation activities,assess the risk level of operation ac tivities,and formulate standardized risk control sheets.By building a procedural safety standard for unconventional operations,we can strictly control the risks of operation activities through key links such as list access,ticket process ing,condition approval,safety control at all levels and safety supervision,and realize the whole process and efficient risk control of unconventional operations in chemical enterprises.
