摘要
环境影响评价制度是我国环境管理源头防控的基础制度,排污许可制度是固定污染源环境管理的核心制度,通过环境影响评价和排污许可两项制度共同推动温室气体管控是推进减污降碳协同增效的有效路径。结合环境影响评价和排污许可制度的改革进展,系统分析减污降碳协同在温室气体管控体系中的重要作用,在此基础上提出健全法律法规体系、完善技术规范体系、分阶段推进试点工作的对策建议,助力碳达峰、碳中和目标的实现。
The Environmental Impact Assessment(EIA)system is the basic system of source prevention and control of environmental management in our country,and the pollutant permit system is the core system of fixed pollution source environmental management.Using the two systems of EIA and pollutant permit to coordinately promote greenhouse gas control is an effective way to promote synergy of pollution reduction and carbon decrease.Combined with the progress of the reformation of EIA and pollutant permit system,the important role of the synergy of pollution reduction and carbon decrease in the greenhouse gas management and control system is systematically analyzed.On this basis,this paper puts forward some countermeasures and suggestions to improve the legal and regulatory system,improve the technical specification system,and promote the pilot work in stages,so as to help achieve the goal of carbon emission peak and carbon neutrality.
