摘要
近年来,中国石油企业注重海外业务的高质量可持续发展。随着境外油气投资规模的不断扩大,开展海外油气投资项目后评价工作,对项目后续的管理提升和效益优化有着极其重要的作用,也有利于提高企业科学决策水平。对比海外作业者项目,非作业者项目通常话语权小、人力资源少、资料获取难度大,因此,在制定后评价指标体系时,应根据项目特点,建立更为灵活、简洁的框架结构,推动后评价工作的顺利开展,使后评价成果能够得到有效反馈与应用。
In recent years,Chinese petroleum enterprises have focused on the high-quality and sustainable development of overseas projects.As the scale of China’s overseas oil and gas investment continues to expand,the post-evaluation become extremely important for the subsequent management improvement and eff iciency optimization of the projects,and is also conducive to improving the level of scientif ic decision-making.Compared with overseas operator projects,non-operator projects usually have less voice,fewer human resources and more diff iculty in obtaining information.Therefore,when formulating the post-evaluation index system,a more flexible and concise framework structure should be established according to the project characteristics to promote the smooth development of post-evaluation work and enable effective feedback and application of post-evaluation results.
