当前我国新一轮的农村改革,核心问题还是解决农民与土地、农民与集体之间的关系问题,解决城乡之间关系的问题。“三变”改革是对我国农村基本经营制度的创新,是盘活农村现有资源资产,用活投入农村的各类资金,实现乡村振兴战略的关键环节。吉林省作为农业大省,长春市、吉林市、伊通县、敦化市、图们市等地在最近几年里推行探索了“资源变资产、资金变股金、农民变股东”的试点改革工作,取得了一定的实践经验。

At present,in the new round of rural reform in China,the core issue is to solve the problem of the relationship between farmers and land,farmers and collectives,and the problem of the relationship between urban and rural areas."The“three changes”reform is an innovation in China's rural basic management system,and is a key link in the strategy of revitalizing the countryside by revitalizing existing resource assets and investing various types of funds in the countryside.In this major agricultural province,a pilot reform has been carried out in Changchun,Jilin,Yitong County,Dunhua,and Tumen,etc.in recent years for the change of resource to assets,capital to stock,farmers to shareholders,which has gained some practical experience.
