地方政府专项债券是水利建设资金的重要来源。2023年水利建设任务重、投资需求大,落实好水利建设投资非常关键。基于近年地方政府专项债券市场情况,总结了水利项目申报和筛选环节常见问题。针对水利领域专项债项目谋划和储备中存在的难点,提出形成项目储备常态化机制、扎实开展前期工作、加强部门间横向联动和统筹协同、完善水价形成和水权交易机制、充分利用“外脑”智力支持等建议,高效利用专项债券资金,扩大水利有效投资。

Local government special bonds are one of the key sources for water project construction.In 2023,the task of water project construction requires a huge investment.Thus it is crucial to raise more funds for water project construction.Based on the market of local government special bonds in recent years,common issues regarding application and selection of projects are discussed with relevant suggestions.In view of the difficulties in planning and reserving special bond projects,suggestions are made to form a normalization mechanism for project reserves,accelerate preliminary work,facilitate integration and coordination among departments,perfect water pricing mechanism and water rights trading,and fully explore the potential of intellectual support of“outside brain”,which shall contribute to efficient utilization of special bond funds and ef fectiveness of investment in water field.
