承德市数字水土保持建设框架与思路

Framework for digitalized soil and water conservation in Chengde City and solutions

河北省承德市为国家水土保持重点预防区、生态脆弱区、重要水源地、风蚀水蚀交错区,同时也是京津重要生态屏障,加强数字化建设对承德市水土保持发展具有重要意义。基于河北省智慧水利建设的总体要求,做好“自上而下”顶层设计,提出承德市水土保持数字化建设思路,并构建由信息化基础设施、数字孪生平台、业务应用三部分组成的“三横三纵”总体框架,逐步构建“天空地”一体化监测感知体系,建设承德市数字水土保持监管平台,推动水土保持高质量发展。

Chengde City of Hebei Province is regarded as national key prevention area for soil and water conservation and main water source,but an ecologically fragile and crisscross area of wind and water erosion.It is also an important ecological barrier for Beijing and Tianjin.Therefore,digital construction is of great significance for soil conservation in the city.Considering the current situation and existing problems,combined with the requirements of soil conservation,and the overall requirements of intelligent construction in Hebei Province,a“top down”top-level design was completed,and the idea of digitalized soil conservation was proposed.A“three horizontal and three vertical”overall framework consisting of information infrastructure,digital twin platforms,and business applications was constructed.These shall help to build a monitoring and perception system of“sky earth integration”,a digital soil conservation supervision platform in Chengde City,so as to promote high-quality development.
