新发传染病疫情防控医防协同整体应对措施研究

采取调查与访谈、理论与实践、问题与对策相结合的原则,以新冠肺炎疫情为例,结合新发传染病疫情防控实践,对疫情防控政策法规、机构防控职责、协同配合、信息共享、联防联控、研判与管控等防控环节的短板、弱项进行梳理,提出强化政府顶层设计,明确职责分工,优化资源配置,促进信息互联互通,加强系统内医防协同、部门间联防联控,构建运转高效的防控体系。充分发挥医防协同联合预警监测、实验室检测、确诊病例、控制院感、观察治疗、跟踪随访等医防协同机制作用,提高疫情防控整体应对处置能力,实现科学、精准防控的目标。

Adopting the principle of combining investigation and interview, theory and practice, problems and countermeasures, taking COVID-19 epidemic as an example, and combining with the prevention and control of emerging infectious diseases, it sorted out the weaknesses of epidemic prevention and control policies and regulations, institutional prevention and control responsibilities, coordination and cooperation, information sharing, joint prevention and control,research and control and other prevention and control links, proposed to strengthen the top-level design of the government, clarified the division of responsibilities, optimized resource allocation, promoted information interconnection,strengthened the coordination of medical prevention and control within the system and the joint prevention and control between departments, and built a highly efficient prevention and control system. To improve the overall response and disposal capacity of epidemic prevention and control, and achieve the goal of scientific and accurate prevention and control, the role of medical defense synergy joint early warning monitoring, laboratory testing, confirmed cases, control of hospitalization, observation and treatment, follow-up and other medical defense synergy mechanism is fully played.
