教育高质量发展视域中的“双减”政策:实际效用、现存问题及改革进路

摘要 义务教育阶段,“赢在起跑线上”逐渐成为家长们超前培养孩子的口号,学生学业负担过重,休息时间被不断压缩,违背教育规律和学生成长规律,严重影响未成年人的身心健康。“双减”政策自发布以来,多地积极试点,在一定程度上减轻了学生的学业负担、教师的工作负担和家庭的经济负担。但是“双减”政策在实施过程中也带来新的问题,主要表现为学生学习效果难以评价、教师校内教辅任务加重、家长心理负荷增加和高校毕业生就业机会隐性缺失等。“双减”政策的落地是一项复杂的系统性工程,需要全社会协同参与,改变单一的评价体系是基础,教师的工作重心回归是保障,家长的教育观念调整是关键,培训机构分类转型是有益补充。 In the stage of compulsory education,“winning at the starting line”has gradually become a slogan for parents to cultivate their children ahead of time.Students are overburdened with academic work and their rest time is constantly compressed,which is against the law of education and students’growth,and seriously affects the physical and mental health of minors.Since the release of the“double reduction”policy,many places have actively piloted it,which has reduced the academic burden of students,the workload of teachers and the economic burden of families to a certain extent.However,the implementation of the"double reduction"policy has also brought new problems,mainly in the form of difficulty in evaluating student’learning outcomes,increased teaching and support tasks for teachers,increased psychological load for parents and the hidden lack of employment opportunities for college graduates.The implementation of the“double reduction”policy is a complex and systematic project that requires the participation of the whole society.Changing the single evaluation system is the foundation,the return of teachers’work focus is the guarantee,the adjustment of parents’educational concepts is the key,and the classification and transformation of training institutions is a useful supplement.
