针对危化品储运的安全风险管控特点,介绍了“126”安全管理模式的构建和运行,即通过全员树立“安全零理念”,提高干部职工遵章守纪的自觉性,解决各层级安全管理认知和理解的问题;通过实施“领导引领”和“问题引领”,提高安全管理绩效水平,解决制度执行不到位的问题;通过创新“六项工具”,提高职工风险管控的自觉性、能动性和创造性,解决岗位安全责任落实不力的问题。“126”安全管理模式的实施,助推安全风险有效管控,通过安全文化引领、安全管理和技术创新,使安全管理水平显著提升。

In view of the characteristics of safety risk management and control in the storage and transportation of dangerous chemicals,the construction and operation of the“126”safety management model with distinctive characteristics was introduced,and through the establishment of“zero concept of safety”by all staff,the consciousness of cadres and staff to abide by rules and disciplines was improved,and the problems of safety management awareness and understanding at all levels were solved.Through the implementation of“leadership leading”and“problem leading”,the level of safety management performance was improved and the problem of inadequate implementation of the system was solved.Through the innovation of the“six tools”,the employees′awareness,initiative and creativity of risk management and control were improved,and the problem of ineffective implementation of post safety responsibilities was solved.The implementation of the“126”safety management model boosted the effective control of safety risks,and significantly improved the level of safety management through the guidance of safety culture,safety management and technical innovation.
