生态伦理视阈下河道水系污染治理的困境及优化路径研究——以江苏省为例

Research on the dilemma and optimized path of river system pollution control from the perspective of ecological ethics:taking Jiangsu province as an example

水是江苏最大的特色和优势,但随着工业化、城镇化进程的快速推进,河湖水域侵占、环境杂乱、水质污染、生态退化等问题日益凸显。文章基于生态伦理的视角,分析河道水系污染治理中的问题及困境,从决策、激励及氛围三方面构建河道水系污染治理的优化路径,把生态伦理理念和原则转变成可以有效贯彻实施的工作规范和行为准则,综合河道水系的社会性和经济性,实现河道水系的价值最大化目标。

Water is the greatest feature and advantage of Jiangsu,but with the rapid progress of industrialization and urbanization,the encroachment of rivers and lakes,environmental clutter,water pollution,ecological degradation and other issues are increasingly prominent.Based on the perspective of ecological ethics,this paper analyzes the problems and dilemmas in river system pollution control,and constructs an optimized path for river system pollution control from three aspects:decision,incentive and atmosphere.This paper aims to transform the ecological ethics concepts and principles into work norms and codes of conduct that can be effectively implemented,integrate the sociality and economy of the river system,and achieve the goal of maximizing the value of the river system.
