数字技术赋能的协同治理——基于“工业固废精密智控预警平台”的分析 被引量:1

摘要 作为一个复合性治理问题,防治工业固废污染环境势必要通过创新治理工具,优化治理机制,形成一种价值共识,提升协同治理行动能力。对“工业固废精密智控预警平台”的个案考察,旨在回答数字技术撬动并赋能协同治理的内在机理:一是以信息驱动赋能多跨协同;二是以整体智治赋能跨部门联合行动;三是以“事”为中心赋能“条”“块”协同。在未来实践中,数字技术赋能的协同治理需要谨防技术空转、协同表象和内驱力不足等问题。 As a complex governance issue,the prevention and control of solid waste pollution require the innovation of governance tools,the optimization of governance mechanisms,and the formation of a consensus to improve collaborative governance capacity.The case study of“Digital Intelligence Control and Early Warning Platform of Industrial Solid Waste”aims to explore the internal mechanism of how digital technology drives and empowers collaborative governance.Firstly,information-driven governance empowers collaboration across multiple sectors;secondly,overall smart governance empowers cross-sectoral joint action;thirdly,“eventcentered”collaborative governance empowers the vertical and regional management system.In the future practice of collaborative governance empowered by digital technology,the problem of technology inactivity,the shallowness of collaboration,and the lack of internal drive should be highlighted.
