国际注册工程师资质认证制度的建构逻辑与改革趋向——基于美、英、日、澳四国的范例 被引量:3

On Construction Logic and Reform Trend of Global Registered Engineer Qualification Certification System——Examples of USA,Britain,Japan and Australia

摘要 经济全球化与新工业革命演进交织下,注册工程师制度对国家和地区工业科技迭代发展、产业结构转型升级、卓越工程师人才培养等发挥着重要支撑作用。美、英、日、澳四国注册工程师资质认证制度建构逻辑与改革趋向的研究表明:认证主体与组织上,形成功能多样且分工明确的多元主体协同机制;认证程序与标准上,分层考试和申请考核并行,注重非技术能力培养;认证对象发展路径上,进行多样化职业生涯分类设计,注重发展继续教育;认证融通与国际互认上,打造专业认证与工程师资质认证紧密衔接的国际互认机制。 Under the intertwined of economic globalization and new industrial revolution,the registered professional engineer system plays an important role in supporting the iterative development of industrial science and technology,the transformation and upgrading of industrial structure,and the training of outstanding engineers in various countries and regions.Based on examples in the USA,Britain,Japan and Australia,this paper analyzes the construction logic and reform trend of the registered professional engineer systems from four dimensions:in terms of certification subjects and organizations,a multi-agent coordination mechanism with diverse functions and clear division of labor is established;for the certification procedures and standards,the layered examination and application assessment are in parallel,and the cultivation of non-technical capability is emphasized;on the development path of the certification object,diversified career classification design is carried out with focus on continuing education;with respect to certification integration and international connection,creating an international mutual recognition mechanism closely connects professional certification and engineer qualification certification.
