公立医院的绩效管理考核系统设计与实现

摘要 医院绩效管理作为一种先进的管理机制,是公立医院发展的重要内容,可以提升公立医院行政管理效率。文章以公立医院绩效考核为背景,提出了医院绩效考核管理方法,并从系统设计、管理方法、实施、信息化建设几个方面进行介绍。结合某医院的组织结构特点,将医院发展的战略目标分解到科室和党支部的层面,将传统的以主观评定为主改变为多维度多层次加权综合测评模式,形成自上而下、指标评分、绩效测算的管理体系。一年多来的实践证明,持续实施绩效考核有利于推动医院高质量发展,实现医院综合能力的提升和精细化管理。 As an advanced management mechanism,performance management is an important part of the development in public hospitals,which can promote the administrative efficiency of public hospitals.Taking performance appraisal in public hospital as the background,this paper puts forward the hospital performance appraisal management method,and introduces the system design,management method,implementation,information construction.Combined with the characteristics and organizational structure of the hospital,the strategic objectives of hospital development are decomposed to departments and party branches.The traditional subjective evaluation is changed to a multi-dimensional and multi-level weighted comprehensive evaluation mode,forming a top-down management system,index scoring and performance measurement.The practice of more than a year has proved that the continuous implementation of performance appraisal is conducive to promoting the high-quality development of hospitals,improving the comprehensive capacity of hospitals and achieving a more fine hospital management.
