在我国政府治理走向现代化的过程中,政府机构在“集成”逻辑的引导下,不断走向科学化、高效化。集成改革就是通过机构的集中将原来分散在若干个部门的相关职能集中到某一个部门行使,从而提高履职效能。基于对部门职能的不同定位,实践中形成了大部门集成、专部门集成、流程部门集成以及平台+部门集成四种模式。这四种集成模式遵循职能性质-组合方式-部门形态的集成逻辑链条,体现了政府职能合并、机构重组、流程再造的递进关系。每一种模式都有着其优势与限度,未来要把握不同集成方式的应用场景及其相互组合的机制设计,推动各类集成模式更好地平行与互补,实现融合与超越,以深入推进政府机构改革。

In our country's modernization process of the governance capabilities and systems,public sectors are constantly moving towards scientific and efficient under the guidance of"integration"logic."Integration"is the"greatest common divisor"and common logic for all forms public sector reform.Based on the different positioning of department functions,"integrated"reform has formed a super ministry integrated model,a special ministry integrated model,a process ministry integrated model,and a platform+ministry integrated model.Each integrated model has its advantages and limitations.In the future,it is necessary to grasp the advantages and disadvantages of various integrated models,so that they can function better in parallel and complement any ways,integrate and surpass,and then further promote government reform.
