国土空间规划背景下公路交通基础设施综合优化路径

Exploration of Comprehensive Optimization Path of Transport Infrastructure Planning Under the Background of Territorial Space Planning

探析国土空间管控体制下公路交通基础设施综合优化路径,推动交通基础设施空间资源高效利用和绿色集约发展。采用文献资源法、指标体系评价法、综合分析法,以“双评价”理论为支撑,构建了以“建设规模-建设布局-建设时序-建设形式”为主线的公路交通基础设施国土空间综合优化路径。研究结果:(1)国土空间规划尤其是“三区三线”对公路交通网规划形成了新的引导与约束,需提出公路交通基础设施综合优化路径;(2)通过突出对生态保护红线、永久基本农田的避让和对资源环境承载力的适应,提出公路交通基础设施国土空间优化技术,提升规划实施落地性;(3)以西部某地区普通公路网为例开展实证研究,进行公路网规模、布局、时序、形式优化。研究有利于推动公路与国土空间保护的融合协调发展,加快推动交通强国战略落地实施。

The purpose of this study is to analyze the comprehensive optimization path of highway transportation infrastructure under the national land space management and control system,and to promote the efficient use of transportation infrastructure space resources and the green and intensive development.Methods of literature review,index system evaluation and comprehensive analysis are adopted,and supported by the"dual evaluation"theory,a comprehensive optimization path of the land and space of highway transportation infrastructure with the main line of"construction scale-construction layout-construction sequence-construction form"is constructed.The results show that:(1)The land space planning,especially the"Three Spaces and Three Lines",has formed new guidance and constraints on the planning of highway network,and it is necessary to put forward the comprehensive optimization path of highway infrastructure.(2)By highlighting the ecological protection red line,the avoidance of basic farmland and the adaptation to the resources and environmental carrying capacity,the land space optimization technology of highway infrastructure is proposed to enhance the operability of planning implementation.(3)Taking the ordinary highway network in a western region as an example,the empirical research is carried out,and the scale,layout,timing and form of highway network are optimized.The study is conducive to promoting the integrated and coordinated development of highway and land space protection,and accelerating the implementation of the strategy of strengthening the transportation country on the ground.
