浅析应急救援志愿组织标准化建设

On the Standardization Construction of Emergency Rescue Volunteer Organization

本文通过对深化机构改革以来应急救援志愿组织建设现状分析,梳理出标准建设、重视程度缺乏、资金装备短缺、成员素质不齐、技能不专、缺乏法律法规保障等主要问题,针对性提出今后一个时期应急救援队伍发展建设的意见和建议,以期为我国能早日建成协调有序、统一领导、优势互补、保障有利的应急救援志愿组织体系提供参考。

This paper analyzes the construction situation of emergency rescue volunteer organization since the deepened institutional reform,sorts out the main problems such as standard construction,lack of attention,shortage of equipment,uneven quality of members,lack of expertise,and lack of laws and regulations,and proposes the targeted opinions and suggestions for the construction of emergency rescue volunteer organization in a period of the future,which is expected to build an emergency rescue volunteer organization system in China with a unified leadership,coordination and order,complementary advantages,favorable guarantee measures.
