当前我国养老机构失衡问题原因探析与应对之策

Analysis on Causes and Countermeasures of the Current Imbalance of Old-age Care Institutions in China

我国养老虽然以居家为主,但由于老龄人口基数大,机构养老需求仍然很大。现在我国面临机构养老床位不足与现有床位大量闲置的失衡现状,剖析原因,解决供需失衡问题是发展中国养老机构的关键。文章结合相关统计数据,从供需两个角度分析养老机构养老服务的供给方(政府及养老机构)、需求方(老年人)和外部支持环境的现状和供需差距,剖析原因及相应的投资问题,从政府、养老机构和行业组织三个角度提出解决措施。

Although old-age care is mainly based on home in China,the demand for institutional old-age care is still great because of the large number of elderly population.Now China is faced with the imbalance between the shortage of beds and a large number of existing beds remaining idle in institutional old-age care.Analyzing the reasons and solving the imbalance problem between supply and demand is the key to the development of China’s old-age care institutions.Based on relevant statistics,from supply and demand perspective,this paper analyzes the present situation of old-age care institution service suppliers(government and old-age care institutions),the demanders(elderly people)and the external supporting environment and the gap between supply and demand,exploring its reasons and the corresponding investment problems.Lastly,this paper proposes solutions to the above problems from the government,old-age care institutions and industry organizations.
