我国农业灌溉用水管理体制探索

Exploration on the Management System of Agricultural IrrigationWater in China

我国农业生产的用水量高,传统的农业灌溉用水管理体制存在灌区水权管理的问题和行政管理的问题,不能有效管控农业灌溉用水,难以满足当前节约资源和高效化利用资源的需求。文章分析目前我国农业灌溉用水存在的问题,提出提升产权明晰措施、强化市场管理力度和制度保障的措施,同时提出行政管理的用水者协会管理模式、公私合作管理模式,促使农业灌溉用水管理工作的有效实施。

The water consumption of agricultural production in China is high.The traditional agricultural irrigation water manage‐ment system has problems with water rights management and administrative management in irrigation areas,which cannot effective‐ly control agricultural irrigation water and meet the current demand for resource conservation and efficient utilization of resources.The article analyzes the current problems in agricultural irrigation water use in China,proposes measures to improve the clarity of property rights,strengthen market management,and institutional safeguards.At the same time,it proposes water user association management models and public-private partnership management models for administrative management to promote the effective im‐plementation of agricultural irrigation water management.
