职能回归抑或再行政化——广元市利州区深化街道管理体制改革的调查研究

Functional Return or Re-administration:Investigation and Research on Deepening the Reform of the Street Management System in Lizhou District of Guangyuan City

基层治理是国家治理的基石,广元市利州区以“做强街道、做优社区、做活自治、做实服务”作为街道管理体制总体改革思路,提升了基层政权的组织力、增强了街道统筹协调能力,激发了干部干事创业的热情。但也存在街道办同上级政府的行政联结未充分实现与社区减负存在反弹的现象。在我国现有体制的土壤下,基层治理单纯追求“去行政化”很难取得实效,因此,行政化并非问题,问题的关键在于如何在行政化的趋势中避免形式主义并真正实现职能回归。

Grassroots governance is the cornerstone of national governance.Lizhou District of Guangyuan City takes“strengthening the streets,improving the community,revitalizing autonomy,and providing practical services”as the overall reform idea of the street management system.The reform of the street system in Lizhou District has achieved good results in enhancing the organizational power of the grass-roots political power,enhancing the overall coordination ability of the streets,and stimulating the enthusiasm of cadres and officials to start a business.However,there are also uncompleted issues that the administrative connection between the sub-district office and the higher-level government has not been realized,and the ideal weakening and the community's burden reduction has rebounded.Under the soil of my country's existing system,it is difficult for grassroots governance to simply pursue“de-administration”to achieve practical results.Therefore,administrativeization is not a problem.The key to the problem lies in how to avoid formalism and truly realize functions in the trend of administrativeization.
