百年变局下,受经济和非经济因素的叠加冲击,全球产业链供应链加速调整与重构,提升我国产业链供应链韧性,是统筹开放和安全的题中之义。产业链供应链韧性的内涵应该包括三个维度,即受冲击时产业链供应链的扭曲程度以及冲击后的恢复程度和恢复速度。我国传统开放发展模式虽然有助于融入国际分工体系,并带动产业发展尤其是产业规模的快速扩张,但新形势下却难以适应提升产业链供应链韧性的现实需求。以更大范围、更宽领域、更深层次为主要内容和表现形式的高水平对外开放,可以有效提升产业链供应链韧性和安全水平。换言之,高水平开放有助于产业链供应链在上述三个维度为表现的韧性得以同时提升。面对国际国内环境的深刻变化,中国以高水平开放提升产业链供应链韧性和安全水平,总体来看挑战和机遇并存。化解挑战,把握机遇,以高水平开放提升中国产业链供应链韧性和安全水平,亟待在扩大开放范围中推动产业链供应链多元化发展,在拓展开放领域中实现产业链供应链的“固链”,在深化开放层次中提升产业链供应链融合而不“脱钩”等方面实现新突破。

Under the impact of economic and non-economic factors,accelerating the adjustment and reconstruction of the global industrial chain and supply chain and enhancing the resilience of China's industrial chain and supply chain are the key to overall openness and security.The connotation of the resilience of the industrial chain and supply chain should include three dimensions,namely,the degree of distortion of the industrial chain and supply chain when impacted,and the degree and speed of recovery after the impact.Although China's traditional open development model helps to integrate into the international division of labor system and promote industrial development,especially the rapid expansion of industrial scale,it is difficult to meet the realistic needs of improving the resilience of industrial chain and supply chain under the new situation.Opening to the outside world at a high level with a wider scope,a wider field and a deeper level as its main content and manifestation can effectively enhance the resilience and security level of the industrial chain and supply chain.In other words,a high level of openness helps to enhance the resilience of the industrial chain and supply chain in the above three dimensions at the same time.In the face of profound changes in the international and domestic environment,China has improved the resilience and security level of the industrial chain and supply chain by opening up at a high level.Overall,challenges and opportunities coexist.In order to resolve challenges,seize opportunities and enhance the resilience and security level of China's industrial chain and supply chain with a high level of opening up,it is urgent to promote the diversified development of industrial chain and supply chain in expanding the scope of opening up,to realize the"fixed chain"of industrial chain supply chain in expanding the open field,and to achieve new breakthroughs in deepening the opening level.
