在贸易保护主义抬头、产业链掌控能力不足、价值链分工网络风险敞口集聚等多重因素叠加影响下,我国产业链所面临的韧性和安全问题逐渐凸显。当前要把握新一轮技术革命带来的历史机遇,找准推动数字经济赋能产业链韧性和安全水平提升的关键路径:推进数字经济赋能制造业高质量发展,稳固产业链韧性和安全的实体基础;推进数字经济赋能创新能力提升,强化产业链核心掌控能力;推进产业链的数字化与智能化升级,缩小网络状分工体系的风险敞口;发挥数字经济在畅通国内大循环中的作用,夯实产业链韧性和安全的需求侧基础;发挥数字经济驱动空间布局优化的作用,形成产业链韧性和安全的压舱石。与此同时,应面向产业场景下数字经济发展的更高要求,从完善数字基础设施、促进数字要素顺畅流通、高度重视数字经济安全保障等方面着力,为数据要素价值实现和作用发挥提供保障。

Under the influence of multiple factors,such as the rise of trade protectionism,the lack of industrial chain control ability,and the accumulation of risk exposure in the value chain division network,the resilience and security problems faced by China's industrial chain are gradually highlighted.At present,we should grasp the historical opportunities brought by the new round of technological revolution,and identify the key path to promote the resilience and security level of the digital economy enabling industrial chain:promote the high-quality development of the digital economy enabling manufacturing industry,stabilize the physical foundation of the industrial chain resilience and security;promote the improvement of digital economy enabling innovation capability,and strengthen the core control capability of the industrial chain;promote the digital and intelligent upgrading of the industrial chain,reduce the risk exposure of the network division of labor system;play the role of digital economy in the smooth domestic circulation,consolidate the demand-side foundation of industrial chain resilience and security;play the role of digital economy in driving spatial layout optimization,and form the ballast stone of industrial chain resilience and security.At the same time,we should face the higher requirements of the development of digital economy in the industrial scenario,and focus on improving the digital infrastructure,promoting the smooth flow of digital elements,and attaching great importance to the security of digital economy,so as to provide guarantee for the realization of the value and role of data elements.
