档案高质量服务的先进典型——我国香港特区政府档案处利用服务近期特点评析

An Advanced Model of High-quality Archives Service–an Analysis of the Recent Characteristics of the Service Utilization in the Government Archives Office of Hong Kong Special Administrative Region

深入评析香港特区档案高质量服务的经验与优势,可为内地档案馆“十四五”期间提升服务水平提供参考。依据文献、政策和网络调研梳理“港档案处”利用服务特点,参考我国“十四五”档案高质量服务新要求审视档案处的利用服务,发现其虽存在需要完善的空间,但基本可视为我国档案高质量服务的先进典型。其对内地综合档案馆利用服务的启示包括:细化落实“以人民为中心”服务理念、从源头动态把控服务主体质量、拓展服务受众范围并注重用户培育、提升服务内容教育启发性和趣味性、服务方式满足用户情感需求。

An in-depth analysis of the experience and advantages of archival high-quality service in the HKSAR can provide reference for the improvement of the service level of archives in the Mainland during the 14th Five-Year Plan period.According to the literature,policy and network research,the characteristics of the service of Government Records Service(GRS)of HKSAR are sorted out,and the service of GRS is examined by referring to the new requirements of archives high-quality service in the'14th Five-Year Plan'.It is found that although there is room for improvement,it can be regarded as an advanced model of high-quality service in China.Its inspirations for the archival service in the mainland include:detailed implementation of the'people-centered'service concept,dynamic control of the quality of service subjects from the source,expansion of the scope of service audiences and focus on user cultivation,improvement of the education enlightenment and interest of service content and service methods to meet the emotional needs of users.
